God's election of persons we can deduce takes place virtually in each and every people group (I have heard about speculated upon unknown tribal groups in Brazil for example). It is very interesting and in a sense comforting to know that God will at times reach into a Muslim people group if he desires and save.

God can use the miraculous or just the natural but unlikely event to assist in saving persons.

Yes, God is saving people even in areas where missionaries or evangelists are not allowed, through things such as dreams and visions.
